Backing? For Pink Rose 32c Stamps Not Opened Booklet Of 30

I peeked inside of a booklet of thirty 32c pink rose stamps. USPS cut up another pink rose booklet to use the backing of the self-adhesive stamps. Is this normal? I cannot seem to find the listing for 30 stamps of the pink rose in a booklet. Is it Scott Numbers 2492e and 2492f included in this booklet?

Maybe it is 2 panes of 15 stamps (2492b)?

I would guess that you are looking at one of the "makeshift" vending machine booklets of 1996. Presumably one of BK178C thru BK178F. Look in the booklet section of a US Specialized catalogue. All 4 booklets contain 30 stamps, all 2492. BK178C contains 2 panes of 2492b. BK178D contains 2 panes of 2492f with one stamp removed from the top or bottom row of each pane. BK178E contains 1 pane each of 2492e & 2492f. BK178F contains panes 2492b & 2492f with the bottom right stamp removed from the latter pane.
For completeness, I will mention the following:
2492a was a self-contained booklet of 20 stamps accompanied by a "time to reorder" label. 2492b was a pane of 15 with the same label." 2492e was a pane of 14 and 2492f was a pane of 16.
2492e & 2492f both contain blocks of 4 or 6 stamps in some combination ... the strips between the blocks were peeled away so that the panes could be easily folded for insertion into the VMB format.

Added: BK178F is the rarest variety & has CV of $225
