If you want to save yourself expertization fee, understand your stamp, the colors that are expected, and compare it to one without this problem. Purchasing an unfaded copy is negligible cost. Then view both under high magnification and see if the color is actually missing in the suspected places or simply faded.
I see faded color in your first stamp though granted the image is poor. Just the fact it was in a picture frame is nearly proof positive (in my opinion) that this stamp is sun faded.
Lesson to all: If you want to display your items in a light room, make sure to use UV glass/plastic over the items to prevent sun fading. I lost a nice Zep Cover like this because I wanted to display it for my visitors to see.
