Unused Scott 7 Or 9? Not Sure

I can't tell if recut on top because of centering. Stamp appears unused with full gum on back, prev hinge. Not sure if regum, but if it was, someone did beautiful job. Also possible that cancel was removed? The arrow points to toned area upper right corner, ?thin although doesn't appear thin in front of light.

Is this scott 7 or 9? Appreciate help.. I think it is 7 but not positive

thanks stallzer. The more I look at it with magnifier on scan, the more I see this orangish/brown hue in a few spots, especially forehead of Ben and his shoulder. I think cancel was removed but I'll prob never know for sure. Could just be dirty. But I'm happy to hear it is a type II (7) as I have an abundance of 9s and very few Scott 7 in my collection
