in practical terms, 3 cents; you can still use the stamp for postage and many collectors do. There are large supplies of most US stamps of the last 85 or so years available. A dealer might retail the stamp for 10 or 20 cents but that reflects their handling costs rather than a value.

In collecting terms, it's a very interesting stamp and some people develop entire collections just of this single stamp and its use.
