That is a 3˘ Postage Stamp issued by the United States on March 3, 1919. It commemorates the Victory of the Allies in World War I.
There are a few color varieties, but an unused block of 4 of the regular Violet is valued around $42.50 in my 2011 Scott Specialized Catalog. (Scott Number 537)
This one is not particularly well centered and seems to have some perforation issues to the upper-left of your image, so probably not worth the full catalog value, but it is still a "keeper" in my view.
