Special Adhesive Revenue stamps are general fiscal stamps. They are titled "Special Adhesive" to differrentiate from "Embossed Revenues". Embossed revenues are those that are part of the design of such things as cheques, birth certificates, etc. Those documents that required revenue to be charged, but were not embossed with the revenue stamp used a "Special Adhesive" revenue stamp.
This is a stamp acting like a label, on a document, to show payment of revenue.
