lf it was explained to me right these were part of a test of new adhesives. If they found a bunch of these on the sortiing room floor then the new adhesive was no good and it was time to try another.

According to my 2000 Edition of the Barefoot Catalogue of British Commonwealth Revenues, your 1914 KGV 8a Special Adhesive Revenue is worth 20p.

Special Adhesive Revenue stamps are general fiscal stamps. They are titled "Special Adhesive" to differrentiate from "Embossed Revenues". Embossed revenues are those that are part of the design of such things as cheques, birth certificates, etc. Those documents that required revenue to be charged, but were not embossed with the revenue stamp used a "Special Adhesive" revenue stamp.

This is a stamp acting like a label, on a document, to show payment of revenue.
