Nothing out of the ordinary with the cancel--perhaps the clerk was mimicking a grid handstamp. Not a precancel anyway. It appears from the picture that the bottom ornaments and frameline are incomplete, which means it is not a Type V (#35), the most likely candidate for a trimmed perf job. It looks like a type II (guide dot at UL), either #14 or a trimmed #32.
