David maybe he sent it knowing that the payment of postage would be picked up at the other end,
just a thought.

I n addition to the stamped "Due 3" t also has a manuscript "Due 6".

It could have been a double weight or triple weight letter. The due amount could be for the additional weight. It looks like it could have had a small pamphlet inside.

Nevertheless I have seen many Civil War soldier's letters charged postage due.

It seems that many Civil War postmasters did notice or care that they were soldier letters and charged the recipients postage due.

I had thought that the "Free" franking for soldiers was not in effect at this time.
