In the first image, it looks a lot like bronze,
but that may be staining from the ink.
I would guess aluminium, the OP should be able
to identify the metal.

Does it look like it has perforations on it? because that would tell you immediately that it's definitely a photo etching. because as we all know the perforations are done after the printing and so on. my guess is a stamp for posterity and generally just looks cool.

It is quite possibaly the photo etch for the POD bulletin for the issue.
