Adroit KHJ, and I thank you for your extensive reply, that makes sense, and confirms a not dissimilar situation in Australia, I used to send bulk real estate propaganda mail, and then it was a discount where each lot of 20 would attract a discount and the clerk would indicate on the top cover "20 rate" and I would pay by cheque depending on the total mailed.
