Usually I can identify at least something on a stamp, but this one stumps me

This was an issue of the Russian Soviet Federated Socialist Republic as a semi postal to raise funds for the Volga famine relief.

Just out of curiosity, how did you know that? I couldn't make heads or tails out of these letters. Not like most Russian stamps you see these days. Was it the PCCP? or those letters along the bottom?

The stamp comes from a set of Russian 'semi-poatals' Scott # B34-7
