A Se-tenant label ? Mmmm.

That's what Royal Mail call their labels in the middle of the Machin panes from Prestige Booklets......but they have something depicted on them. This 'label' is just coloured lines.

To me, a label has to show something.
From the Oxford dictrionary;

Label...a piece of paper used for describing what something is, where it is to go etc.

Are we any nearer, or am I splitting hairs?

Londonbus1.....I know, it's a piece of paper !!

Tell that to the graphic designer!

I see your OED, and raise you an AskPhil:

Quote:
Label: 1: a stamp-like adhesive that may be blank, attached to a commemorative or semi-postal stamp with description, used in stamp booklets, advertising labels attached to stamps, war propaganda labels, etc; by themselves, may be considered cinderellas.

I don't always agree with their definitions, except when they agree with mine. In this case, I agree with theirs...

What do you think?

Given that definition, I will yield - it is a label.
