David...I would also say around 1930's, but it's not a JNF label. They are clearly inscribed. But I did check my JNF list, just to be sure.
My daughter believes the top line is a saying from the Torah [Bible] with the second line the organization that printed the stamp. The letters are slightly bigger. But they are not clear, and this is due to the poor printing of the stamp. I zoomed in with my IE magnifier, but it only made it worse !
I would also guess that the 10 is the charge made for the label, in which case it would be Mills, but the word below the 10 is written in Lower case which makes it more unusual ! And it's also not clear .
I will do some more checking.
