Stamps For Missions Program

I was reading the Millennium Edition of World Stamp Almanac that my friend had let me buy for $20 where I came across a section (Chapter 2 to be exact) where they have Years in Review. In 1990 January its listed that this Stamp for Missions program which was 55 years old and done by ladies to raise money for charity purposes was stopped by the USPS.

I don't remember what exactly was the cause and reading it over its not entirely clear why they had such a problem with this program. Anyone old enough to remember this?

Also if this sort of program was stopped is there some sort of similar program in Canada or online that mostly for charity worth?

OXFAM has a stamp donation program in Canada (as of a couple of years ago, at least - their website hasn't been updated for quite a while).
