It almost looks like someone tried to make a bi-sect, but I doubt the USPS allowed that nor was there any need to do so. The cancel itself is a common machine slogan cancel. Will
most likely it got Bent when mixed with other mail... I've seen it happen with drop boxes and such, everything gets squished together and if a stamp is not solidly attached, it gets bent. after that, it probably got ripped off in the sorting machine.
