I would suspect Reprint's or Forgeries. If actual Specimen's They would be defaced and if they were back printed(VERY DOUBTFUL) it would be in Cyrillic. Also, If I remember correctly the sheet size is very incorrect.

Are we being to quick to dismiss these? Could they be essays or proofs. Admittedly, the "Specimen" back-printing has me totally befuddled. Maybe posting on the "Samovar Bulletin Board" at the Rossica Society may get a more definitive answer.
