Don't worry, Tony. You are not blind. You just have to quit looking in the 1963 section.

Russia #2514C in the Scott catalog. And yes, it was issued in 1963.

Scott #2514C from 1963 but listed by Scott under 1961 with the issues from 1961 and 1962.

It's covered up by the cancel, but inside the shield is "Kiev" (in Russian).

The medal is for the "Liberation of Kiev 1945"

(the bottom reads: 4 kop[eks] USSR Post)
