What is a PBS certificate? Is it a recognized expertization service?

A stamp I am interested in buying lists it with a PBS certificate. The stamp is such that buying one without a certificate is a real gamble.

The seller makes the statement that he "stands by the PBS certificate." That statement alone raises suspicions.

The stamp is Scott number (I am still allowed to identify using Scott numbers, I hope) 449.(US) The price is way below examples with PF, and APS certificates.

how do you tell the color?
I still can't tell carmine rose from carmine. And with age and color fading, it makes it harder doesn't it. Refer to Ellas stamp from previous.. what color?

I was able to find a number of ebay-related references doing a Google search on "PBS Certificate of Authenticity."

One of the listings in which the seller is identified as "necomus" contains the following:

A Google search on "engel expertizing" turned up nothing.

How much do you think necomus had to bid to win that expertizing service?

I would NOT buy a $500+ stamp that is easily faked with an unknown Cert. Ask for a copy of the cert. or walk away. Not worth the risk of your cash!

I suppose a clue comes from the start bid of $36.00. This, if genuine, is most certainly not a 36 dollar stamp. On a much happier note, (you can probably tell that I was looking around needing to spend some serious cash) I found and bought a PF certified #459. Have been looking for a long time for an affordable certified 459 and finally found it.
