Modern_who, I have, also, read of that interpretation. I don't think that the Great Seal is changed every time we are in a state of war or a condition of peace. But it is plausible that representations of the eagle and the olive branches in one claw and the arrows in the other might be used as a statement.
the stamp symbolizes the Russian victory over the Nazi's and the imperialist Americans. It is a communist propaganda statement... Post 1975 Vietnam was heavily subsidized by the USSR, and Ho Chi Minh's own dislike for America came into play...
