Now, such a usage would clearly be philatelic. The Waterlow printed £1 was issued in 1913, and these Sea Horses are all early 1920's.

Gibbons Stamp Monthly regarding the £1 green Sea Horse depicted on the London 2010 Festival of Stamps sheet (see below)

Although it is quite true that the Sea Horses as a design was issued in 1913, the stamp in the sheet shows the £1 green as a re-engraved stamp, which was never issued, let alone prepared.
