Yes, and what's even more sad is the increasing number of instances where government is the perpetrator, deliberately hurting the people it was supposed to protect or shielding private sector perpetrators they are in collusion with (such as the thieving Wall Street banksters). Right now, for example, the feds refuse to do their Constitutional duty to protect the border, while they sue Arizona saying they can't protect the border because it's Constitutionally under federal jurisdiction. So ranchers get killed, sheriff's have bounties placed on their heads, and a drug war created by the feds rages while Mexican families are slaughtered.
And with incidents such as the Kennedy assassination, 9/11, and their staged wars (going back to WWI), they do this on a grand scale, sometimes killing people by the millions and destroying lives for generations.
