I assume that you are referring to the fact that the overprint is slightly off center, with the 1893 appearing at the top of the stamp, and the rest appearing at the bottom of the stamp? If so, this is not listed in my Scott's Specialized, but I'm inclined to think that it is just an oddity, not a known and rare variety. You might get a few more dollars for it from an interested buyer.

Scott's specifically lists some interesting types as No period after GOVT, double overprint styles I, II and III. Yours is not a double overprint, so those don't apply.

I have been stating for quite a few years now that the word 'rare' is used too often and loosely.

My opinion of course.
