This pair is on an album page, described as "Blue wave design bookend paper"
The paper is definitely blue, as the reverse scan shows.
Is this simply the imperforate pair #246a? Or is it some special trial proof or _____?

Thank you for considering this.

As it likely never went to the post office, it is archival material of the printing company provided to the Chairman. Almost 100 years earlier the company printed the GB Penny Blacks.

Edited to add,"almost" for the sticklers.

Note that it is a proof. Normally on india paper. Yours is listed as 246Pa with a $150 cat. value for a single.
Edit- as listed in the Trajan Canada specialized 2026 catalogue under - trial, color, die and plate proof section

That 'Blue Wave design bookend paper' looks like the kind of paper that was used for envelopes. Maybe for OHMS letters.

The Walsh Newfoundland Specialized Catalogue has a listing for this item. There were 100 imperfs printed (presumably a single sheet) on blue bookend paper on Feb. 11, 1939, as well as 100 on green bookend paper and 100 on yellow bookend paper. Catalogue value for an imperf single is $180 USD. Nice !

FYI - All of these items originated from Bileski who purchased them from the Chairman of Perkins Bacon's portfolio.

Here is my copy of the Book End paper.

fyi: Book end paper was the paper glued onto the inside cover of hard covered books.

according to Bileski as printed in the NSSC Catalog.

K. Bileski provides information on these printings:
orange bookend paper was printed July 28, 1938; described yellow in NSSC
green bookend paper was printed Oct. 10, 1938
blue bookend paper was printed Feb. 11, 1939
