On these, you can see more features in NT of cents and also a line in the white spot right to the T. These are hidden by a black wavy line on Re-entris.com
The dots of excess ink at top may not be constant. They could be stray ink that was missed when the plate was wiped before printing. If other examples showing these marks at top turn up it could also be plate pitting. Just a couple of possible explanations for those marks.

The top marks on the first stamp are likely random features, as Watermark noted.
For the Re-entry, this 1937 issue used 23 plates, and the second stamp is clearly postmarked in 1937, we can narrow down the Re-entry to the very first plates used.
