"Neuwelt" is listed on the stampsx website. It's in Sachsen (Saxony). Cancellation is good. I have never seen the overprint before. My guess would be someone playing around with a stamped ink set.

The backstamp has to be a fake. The backstamp was used to expertise postmarks of Inflation stamps of the late 1920's. The Germania stamps are from 1900-1918.
