It looks like a type II. Plate AI seems unsure. It comes up with Scott 11 or 10A. What I think I've learned is that if there is even a little bit of an inside frame line that it is a type II. 1974 cert might be incorrect.
Not a student of this issue but in 1974 there were no 10As or 11As as the type I/II differentiation wasn't introduced until 2008. So it is very possible that this 1974 cert is correct because it would be if the stamp is a 10 by the definition of a 10 in 1974 but is today a 10A by the current definition. However, I would trust Siegel's current determination on this as a 10 based on the current definition as they have examined the stamp in person.
Despite the low resolution scan -- I am 99.9% confident that the stamp in Siegel Sale 1388 -- Lot 1082 is position 12L1i -- Scott #10A -- variety Left Inner Line partially recut -- Right Inner Line not recut.
