Lot of countries made "Children" on stamp issues, and what I remember (and see on material)is that Yugoslavia and Serbia still continue with issues of "Children Week" issues - it is something different from other countries that just made occasionally some issue connected to children health or suffering.

Here is an image of a stamp depicting an orphan and a foster mother, designed by L. Schlechter, engraved by René Cottet, and issued by Luxembourg on September 18, 1968 as one of a set of two stamps publicizing the SOS Children's Village at Mersch, Scott No. 471.
