I haven't found these in Scott. Are they legitimate or something else? If they are legit., could give me the catalogue numbers or steer me to where I can find them in Scott? I couldn't find them under France or Germany. Thanks!

You can find these donation vignettes in Michel catalogue "Deutschland Spezial" (Germany specialized). The complete set unused is valued at EUR 15.
Besides the French Legion, there were also editions of the Flemish Legion, the Walloon Legion (both Belgium) and the Danish Legion. Similar vignettes also existed for the so-called "National (or Free) India / Azad Hind). Perhaps other members can show examples from their collections. I do not have mine at hand at the moment.
One of the chief interviewees in Ophuls's indispensable film, Le Chagrin et la Pitié is Christian de la Mazière, who was one of the French fascists who fought on the Eastern Front. If Leclerc had encountered him in his push into Germany, he'd have shot him.
