How Long Do They Have To Report A Did Not Receive? (Ebay)

I thought it was 30 or 60 days, but I just got hit for an order a little over 4 months ago (to India)

Per ebay:

"You have up to 30 calendar days after the estimated delivery date has passed to report that an item hasn't arrived."

Looking at the Spanish ebay side, it allows two months for delivery from a major city like Kolkata. Normally, post arrives quicker from such countries than in such countries. Allowing for the thirty days after expected delivery, that suggests a minimum of three months is very likely for sendings to India.

If the buyer used PayPal:

"Timeframes for filing a dispute:

Item Not Received: Dispute must be opened within 180 days of the date you sent the payment to the seller.
Significantly Not as Described: Dispute must be opened within 30 days of the date of delivery or fulfillment (as applicable) of an order or within 180 days of the date you sent the payment to the seller, whichever is sooner.
Unauthorized transactions: If your PayPal account statement shows transfers that you did not make, you should tell us at once.
Other Errors (not including Unauthorized transactions): Notify us as soon as you can if you think your statement or receipt is wrong or if you need more information about a transfer listed on the statement or receipt. We must hear from you no later than 60 days after we sent the FIRST statement on which the problem or error appeared."

So if ebay rules generally state 30 days from the EDD, then isn't the dispute then between PayPal and ebay? The requirements for ebay's terms have come and gone but if ebay itself agrees to accept payments through PayPal, which I believe is mandatory since Managed Payments, then this sounds like an issue PayPal is filing with ebay and it's up to ebay to pony up the refund if it so chose to?

I would be contacting customer service and making my case as to why, as long as the EDD shown is past 30 days.

I have an ebay order coming from Italy that's been sitting in customs for 58 days. Don't know why. I contacted the seller directly to see if he could track it down... and he refunded my money when he couldn't get an explanation (over $100)... unexpectedly professional and courteous seller! Don't often get that. But it's always worth a try.

The DNR was thru the ebay message system, not from PP.
