Collectors who have instructed their overseas vendors to include the HTS code 9903.01.31 in addition to the traditional 9704.00.0000 code are reportedly now successfully receiving their purchases without the assessment of tariffs. Based on all available evidence, this approach should work.

Again. This works (probably most of the time) because the people processing incoming mail at the border are as confused about the additional tariffs (and likely overloaded with work). They see the HTS codes which ring the mental "No tax" bell and wave the shipments trough. What they are actually supposed to do is add the approriate country-specific additional tax to the shipment value, in Switzerland's case, 15%.

So essentially, as a buyer in the States, just pray it stays so and the sender doesn't use some official postal organisation (like the exanple with LaPoste above) as they will/might reject the mailing or add the appropriate additional tax.

That should not have an impact on any event there, unless they are specifically implicated in some wrongdoing. Since there are no other details, it remains to be seen what the results are. But it appears to be a genuine investigation, which would probably be swept under the rug in some states these days.
