The Netherlands was at that time divided in 5 regions. The LPB1R postmark is for the region of Bergen(1 of the postmarks reads Mons, that is french for Bergen).

PAYS-BAS / PAR / VALENCIENNES although that in the OP appears to be HOLLANDE / PAR / VALENCIENNES.

The #.R., as indicated by Johan Buvelot is the abbreviation for #th. Rayon.

The Bergen cancellation is for 18 April 1836.
