Looks like Scott 89, not a lot of catalogue value (the one with 14 dots in each corner catalogues much better). In this case, the corner damage probably drops it all the way to negligible, unless perhaps a person needed that particular cancel.

I count 16 dots (pearls in the corner angles) hence Scott 89 with a used vale of $2.00 based on 2010 Scotts. But your left corner is a bit torn.

This stamp is the 1d lilac (penny lilac), with 16 dots. If it had been the 14 dot version the used value would be $32.50.

Like many GB and BC stamps, it was valid for postage and revenue. This is a postal cancellation.
