Guess: Happens infrequently, cover mailed from Sudan, uncancelled, reaches destination and goes through a machine canceller for some reason. or, Collector mails a local cover and adds sundry stamps for fun, they get cancelled locally. I have had lots of bodgie stamps on my covers from colleagues in US, George Washington (Monaco) on one. |

As far as the Smokey bear cancels go, I have seen 1950's and 60's diplomatic pouch mail sent to the U.S. with U.S. cancels applied at destination. |

As bookbndbob notes, the Sudan stamp is most likely from diplomatic pouch mail. Letters from or sent through the US embassy in many foreign countries required the correct postage of that country to be applied. These went via diplomatic pouch (secure but not spy stuff) with all routed through Washington DC (at least in the 1950s and 1960s) and cancelled with US postmarks there.
