Everything Makes sense to me except for one thing. The cover predates Newfoundland joining Canada so it is technically going to a foreign country. The RCAF member is technically stationed "overseas" though not very far overseas. But the cancellation date, as faint as it is, CAPO 4, looks to be 1948. I think the date of 1940 would be too early for the stamp issue. Is that possible?
