Postage To The Red River

At the beginning of the Large Queen Issue (1868), the Domestic rate was 3 cents per half-ounce and the rate to the USA was 6c.

According to Unitrade, the rate to Red River was also 6 cents.

Would one of you smart people please give us some information on Red River?
