This looks like it might be a French Easter Seal dated 1928-29. Anyone know or have ideas about French Easter Seals And would that be an actual autograph down in the right corner? - Jeff

Not a cancellation, probably a variety of the cinderella for that location. Here's a Wiki link on that reference:

That particular seller runs his auctions a little differently than most. .99 is per stamp. You message him with your choice(s). I've bought from him using that method to select cancels out of larger selections on one scan/auction.

Just so no one clicks through without paying attention...
