The appearance is Austrian, but I cannot find a catalog number or near value for this. Anyone?

Austrian newspaper stamp. Looks like type 3

Edit-- See where the outer white circle breaks through to the frame at the top? That makes it a type 3 (27 cents in my 1982 scott). If the outer circle white area is separated from the frame white area by a line then you have one of the valuable types
