There's an error in the drawing,
a right handed bowman would put his left foot forward.

Guess:
A slogan postmark (or part of)
Unusual to see it in red.

As the stamp is inscribed Postage & Revenue, I'd suspect a revenue cancel - the 'Royal Bank of ...' - particularly given the large square shape covering the stamp.
