The lion would probably indicate Persia (Iran). Checking Scott's for particulars.

A puzzler. You're right, the text looks almost Georgian. But the lion with the sword is a persian symbol. But it's also the symbol for Sri Lanka (Ceylon). Perhaps early Ceylon before British occupancy?

I believe it says "Sri Lanka" in Sinhalese across the top.
