You have the right country. Austrian newspaper stamp. This particular issue started in 1899. There are varnished/unvarnished varieties as well as privately perforated varieties.

Austria Newspaper stamp Scott P11 1899 without varnish bars
2h dark blue

There was a1901 edition with varnish bars- Scott P11a

Also reissued in 1905

Listed as imperforated. Scott says this issue can exist privately perforated as your sample is perforated.

looks like it's on silk or maybe rag paper too. Is that right?

I think this particular stamp was probably printed on a paper I would generally categorize as granite paper, not silk paper. But I didn't look it up to verify, so don't hold me to that. Granite paper was more widely used than silk paper.

Silk paper will have either colored silk fibers or threads; granite paper will have either colored cloth (non-silk) or paper fibers. They are fairly similar. This is a generalization. There are also numerous sub-types of silk paper and granite paper...

By the way, Marko, your stamp has an interesting plate flaw in the upper left circle around the "2". You will see a break in the circle at the right side. Unfortunately, it also looks like your stamp has a tear starting from the middle of the right side.
