Described in Scotts at the Lublin Issue 1918. Austrian Military Semi-Postals overprinted. There were issues for several Polish cities. "Local issues were made in various Polish cities during the German occupation. In the early months of the Republic many issues were made by overprinting the German occupation stamps with the words Poczta Polska and an eagle or bars often with the name of the city."
This is a regional issue vs local and for that reason is omitted from "Poland, 1918 Locals", by Barefoot. After independence Poland was divided in 4 regions each issuing it's stamps/overprints; Warsaw, Lublin, Cracow & Pozan. Then in 1919 this was reduced totwo region North & South Poland due to currency differences. The 1st united Poland issue is the set listed as Scott's 133-5, 37 later in 1919..
