This appears to be a Japanese Post Office revenue of some description. (Unfortunately, the vital characters are obscured by the big red handstamp, which means 'Not' or 'Without'.)
It would have been issued between the 1 June 1949 and the 1 June 1950, because that was the only time the Ministry of Posts used those particular characters in its name.
