A very interesting thread! (Has Fifia retired?) The first of these semipostal stamps was issued in 1998 for supporting protective measures along coasts. The exact same painting was used a few years later in support of inland flood victims (it was a special issue, not in that year's program, 2002). Design by Manfred Gottschall. Note that the first has the D-mark value, the second has the €.
