Postal tax stamp Trans Jordan 1947 SC#RA7. Picture of the Dome of the Rock. Issued to help the Welfare Fund for Arabs in Palestine. Required on foreign-bound letters to the amount of half the regular postage.

True. I thought it was Egypt at first too. But my handy 1972 Harris Stamp Finder proved it's worth once again.

It's an early Ottoman Empire stamp and it's upside down.

The text is in Turkish.
