German Collie - Semi Postal?

Received a large box from the wife's friend. A ten stamp German sheet of collies with an attractive selvage was among the treasures. I know very limited German, but one of the phrases on it appears to be "for youth". The most confusing aspect is the denomination "100 + 50". Doesn't seem to make any sense using either marks or euros. Thought perhaps this was similar to the semi-postal stamps used in the US with a portion of the total cost of the stamp to be donate to a charitable effort like endangered species or breast cancer research. I only collect US and have no clue on this one. Ultimately, I'll be flogging this and many of the others in the "treasure chest". I'd just like to know how to describe this one.

Yes, that is a German semipostal -- 100pf applied to pay for postage, remaining 50pf for charity. In this case, the charity is the German Youth Stamp Foundation.

In the Scott catalog, your stamp is Germany B795(8Feb1996)

Germany is one of my favorite countries to collect, and I especially enjoy the semi-postals. I have never seen this stamp before. I like it!
