Here is a cover I can't explain.

The cover here has what I think is a franking stamp or privilege stamp. Am I correct in assuming this?

If so, this could only be used by an employee of the railway company in question?

Bujutsu...I know nothing of these, but could it be "the label" the same as registered mail that we have today...???

I don't think it is a form of registration Wert.

What my thought is, it was available for either franking privileges by railway employees or was intended for use of internal mail within the Canadian Pacific Railway's business etc.

I could be wrong on both counts.
