Does the pre cancel add any value to this stamp? Can anyone give me more info on stamp and precancel?

I think this is a slogan postmark rather than a precancel.

As far as I know, they don't really add any value for general worldwide collectors. Can't say anything about specialized Belgium collector.

Hi biged

What you have is not a precancel but a portion of a slogan cancellation on the stamp. So, this is just an ordinary definitive stamp.
