I can only find this stamp in Germany Saarland. The stamps from there all have SAAR overprint. Can someone help locate this stamp and ID?

It's from Germany, either Michel 71 (Scott 68) or one of the 10 varieties of Michel 86 (Scott 83), depending on watermark and the exact color shade.
