It's Emperor Franz Josef on an Austrian definitive from the 1867-1880 issue. Your pic is too small for me to determine which of the 3 plate types and whether coarse or fine print, although it does not appear to be the earliest type and it appears to be fine print -- which suggests that it #36 (or one of the 5 other perforation varieties associated with this catalog number) in the Scott catalog.
You will need to present a much larger pic, and also measure the perforation in order to make the final ID.
