It's Scott 3KB1. My catalog is old at 2006, but it's listed at $3.75 for mint, and $7.25 for mint never hinged. Probably a premium for a block, but Scott doesn't list that information.
Scott uses a series of prefixes before the number to help identify different types of stamps beyond the regular definitive and commemorative issues which have no prefix. K is used in this case for government in exile stamps, but it's also use when a country has offices in other countries. The number 3 is used to separate the Exile stmaps of WWII from the Offices in Danzig (1K) and Turkish Empire (2K). The "B" is used to identify a semi-postal stamp. C is for Air Post, J is for postage due, O if for official, N for occupation, Q for parcel post and there's many more. The letters can be combined such as CB to indentify an air post semi-postal stamp or NO for a occupation official stamp.
